Under direction of the Director of Public Works, or designee, the Associate Engineer or Project Manager performs engineering and project management services in the public setting, collaborating with multiple stakeholders. These roles involve a wide range of management functions, including planning, development, scheduling, budgeting, and implementation of assigned projects. The position(s) are responsible for managing multiple Capital Improvement Projects (CIP) and complex specialized projects or programs. Both classifications provide administrative, professional, and technical assistance to the Department Director, staff, and members of the public as required. We are currently seeking to hire 1-2 new FTEs.

• Leads, coordinates, schedules, budgets, and reviews activities of the Capital Improvement Project team, support staff, consultants, and contractors; includes overseeing road closures, utility encroachments, and traffic control plans.
  
   
• Plans, organizes, administers, and coordinates the implementation of Capital Improvement Projects or other City projects; involves reviewing and approving grading and encroachment permit applications, and coordinating project-related activities.
  
   
• Prepares and may present a variety of periodic progress and special reports related to projects and activities; includes preparing comprehensive technical and staff reports in verbal and written form to commissions, Task Forces, City Council, and other agencies.
  
   
• Confers and negotiates with stakeholders, business owners, and property owners regarding project impacts, potential right-of-way acquisition, and improvements; includes consulting with public and private agencies, and securing various easements on the City’s behalf.
  
   
• Reviews cost estimates, interprets plans and specifications for contractors, and determines contractual compliance; involves reviewing and approving utility encroachments and traffic control plans for compliance with City standards.
  
   
• Responds to questions or complaints related to project activities or policy; includes responding to inquiries from the public and resolving citizen complaints.
  
   
• Conducts contract bid openings, including review and approval of bid documentation, preparation, and analysis of bid summaries.
  
   
• Exercises sound, independent judgment in the day-to-day administration of specialized or complex projects and activities; includes overseeing project implementation and ensuring compliance with City standards.
  
   
• Closely coordinates with project or program stakeholders, consultants, contractors, City Council, and project team; includes coordinating with engineers, contractors, and private owners relative to construction and maintenance of private structures and sewer facilities.
  
   
• Responsible and accountable for designing and delivering projects on time, within budget, and with excellent customer service; includes providing and maintaining data in the City’s asset management and geographic information systems.

Ideal Candidate

EXPERIENCE & BACKGROUND

Associate Engineer:

The ideal candidate will be an engineering professional with at least four (4) years of increasingly responsible experience and demonstrated knowledge of the nuances and complexities of civil engineering in a municipal context. This person is a self-starter, hungry to learn, and looking for a position that affords them the opportunity to grow professionally and expand their skills. As a proven collaborator comfortable in lead roles, the ideal candidate is adept in effective communication and displays superior customer service skills.

Project Manager:

The ideal candidate will possess knowledge of administrative principles and practices, including goals and objectives development, work planning and employee supervision. In addition, they will have honed principles, practices, and techniques of project administration, including monitoring and evaluation. This candidate will demonstrate  general knowledge of civil engineering, and/or landscape architecture and/or architecture and capital improvements through work experience. Knowledge of applicable codes, ordinances, regulations, guidelines and standards, such as the Americans with Disability Act, Manual of Uniform Traffic Controls, Public Contract Code and prevailing wage laws relating to City projects is preferred. 

EDUCATION, CERTIFICATIONS, & MINIMUM REQUIRMENTS

Associate Engineer:

The ideal candidate has four (4) years of increasingly responsible engineering experience, including adequate experience in the field of construction.

Minimum education requirements include a bachelor’s degree in Civil Engineering and possession of an Engineer in Training Certificate. A Qualified Storm Water Practitioner is preferred. A Professional Engineering License is preferred.

Project Manager: 

The ideal candidate has six (6) years of project management or contract administration experience in public or private sector for capital improvement projects, preferably for public infrastructure related projects. Two (2) of the six (6) years are preferred to be in the position of supervising staff, consultants and/or contractors. 

Minimum education requirements include possession of a Bachelor’s degree from an accredited college or university with major course work in engineering, architecture, planning, business, finance, public administration, or a closely related field.

Certifications preferred are Professional certification in project management (PMP), engineering (EIT/PE), architecture, or planning (AICP).

Benefits

Health Insurance – The City pays the full premium for the Kaiser Family Plan and up to the same amount for an HMO with Western Health Advantage. Currently both plan options (Kaiser or Western Health Advantage) have premiums covered by the City so there is no out-of-pocket cost to the employee paid toward the monthly premium.

Dental Insurance – The City pays the full premium for coverage with Delta Dental.

Leave – the City offers generous leave, including:

• Vacation – 2 to 5 weeks depending on service time
• Sick – 12 days per year
• Holidays – 15 total (11 named plus 4 floating) per year
• Administrative Leave – up to 3 days per year

Retirement

• New employees with no prior CalPERS service or that have a break in CalPERS service of 6 months or more: 2% @ 62
• New employees who are “classic” CalPERS members and do not have a break in service of more than 6 months: 2% @ 55
• 457 Deferred Compensation Plan (with up to $600 in matching by the city)

Schedule –City staff typically work a “9/80” schedule with alternating Fridays off. This position is eligible for consideration of hybrid telework options and flexible hours following successful completion of a probationary period.
