Job Description Salary: $85,000 - $102,000 What We Need: Oregon Primary Care Association (OPCA) seeks a Business Systems Analyst who leads and supports the optimization of The Oregon Community Health Center Data Platform that supports care coordination and quality improvement efforts. The BSA works closely with, and is the bridge between, key stakeholders and data partners to design, analyze, optimize, and align health IT systems with operational and regulatory needs to enable data-driven decision-making and improved patient outcomes. The BSA plays a key role in gathering business and clinical requirements, improving data exchange workflows, and supporting value-based care initiatives across the safety net healthcare ecosystem. This role's central function is understanding and translating stakeholder data needs into actionable reports. OPCA is an Equal Opportunity Employer. Who You Are: A skilled translator, facilitator, and systems thinker who connects all moving parts. Your expertise in healthcare, data, or technical fields allows you to think strategically and deliver technically to support health centers. Strong project management skills help you prioritize and lead to improved health outcomes. You can think strategically and deliver technically, understanding organizational goals with attention to detail. You are a collaborative relationship builder, working closely with your team and partners. What You'll Bring: Technical Skills: Advanced knowledge of SQL and at least one data science language such as Python, R, or SPSS. Proficiency in data visualization software, especially Tableau. Experience working with EHR data, with Epic experience preferred. Experience with data architecture concepts like dimensional analysis, star schemas, and slowly changing dimensions. Experience with population health software, with a preference for Arcadia. Strong project management skills and ability to prioritize. Familiarity with Oregon healthcare landscape, including CCOs, FQHCs, and the Oregon Health Authority. Broad knowledge of FQHCs and their mission. Ability to work with partners and leverage expertise. Excellent communication and organizational skills. Self-directed with high organization skills. Comfort with ambiguity. Ability to present to diverse audiences in person or remotely. Ability to establish effective working relationships with diverse personalities and clinics. Strong computer skills, including Word, Excel, PowerPoint, etc. What You'll Do at OPCA: Communication across audiences: Explain technical concepts, data outputs, and system capabilities clearly to varied audiences. Develop materials communicating program value, outcomes, and technical details for stakeholders. Participate in meetings and presentations explaining complex systems and workflows. Data platform and systems support: Serve as a subject matter expert for Arcadia platform issues, including data ingestion, ETL, and reporting errors. Diagnose and document data integration issues using knowledge of EHR systems, claims data, and workflows. Support ongoing configuration and support of the Arcadia platform. Stakeholder engagement and data needs assessment: Work with stakeholders to elicit, document, and prioritize data needs. Translate value-based payment and population health priorities into data requirements. Data visualization and reporting: Design and deliver user-centered dashboards and reports. Apply best practices to ensure readability and usability of reports. Internal technical collaboration and team support: Mentor team members on data tools like Arcadia and Tableau. Collaborate on data architecture and models to improve clarity and scalability. Minimal Qualifications: Extensive business knowledge and understanding of the organization and functions. Typically a master's degree and/or 10+ years experience; 5+ years management responsibility. Fluency in English required. Qualifications and Experience: Experience with Arcadia or Azara population health software. Experience with Epic, especially OCHIN Epic. Experience working with Medicaid CCO claims data. Experience with value-based payment contracts preferred. Masters in healthcare, data, or technical field (e.g., MPH, MS Statistics, MS CS, MHA). #J-18808-Ljbffr
