OBJECTIVE:
To perform a variety of clerical functions that make the court operate more efficiently and to maintain accurate records of court transactions and activities.
ORGANIZATIONAL RELATIONSHIPS:
- Reports to: Director of Finance
- Directs: May direct clerk(s) processing court records.
- Other: Has regular contact with the Municipal Judge, members of the Police Department and other law enforcement agencies, and the general public, jail, County Magistrates, Justice of Peace and their staff, Omni Base and collection agency, interacts with City Attorney and Prosecutor during the Court process.
GENERAL STATEMENT OF DUTIES:
This is a highly responsible position. Duties include performing complex clerical assignments in processing legal instruments; preparing other court records; filing various reports to state agencies; assisting the Municipal Judge in judicial proceedings, and other clerical duties necessary for the efficient operation of the municipal court.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Responds to citizen inquiries by phone, mail, or in person.
- Processes court documents to ensure proper filing, distribution, and required actions.
- Performs related duties by providing procedural information to the public, distributing referral information and petitions, receives filings and motions from attorneys, process servers, and pro-se defendants, and preparing and processing various court forms and documents.
- Maintains docket information by entering citations into the database, updating records in accordance with the court's day-to-day processes, and entering dispositions per State and local laws.
- Maintains an efficient Court calendar and account records by accepting and posting payments to the Court, processing bonds, reconciling cases, preparing receipts for fines, forfeitures, and bonds, ensuring proper deposit amounts, and providing documentation of funds according to court accounting procedures.
- Assists the Municipal Judge with issuing court processes in court orders, warrants for arrest, search warrants, subpoenas, complaints, summons, and trials.
- Compiles and submits all monthly, quarterly, and annual court-related reports to the appropriate state agencies and to superiors as requested.
- Responsible for the ordering, maintenance, and supply of all legal forms required by the court.
- Demonstrates continuous efforts to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
- Serves as a representative of the City of Burnet, demonstrating a positive attitude and progressive actions through display of professionalism, courtesy, and appropriate tact and discretion in all interactions with the Court employees, other City employees, and the public.
- Maintains current knowledge of legislative changes that affect the Court.
- Performs such other duties as may be necessary for the smooth operation of the court and the city hall office in general.
- Time permitting contacts defendants regarding overdue payments, fines, and appearances.
- Regular and punctual attendance is required.
MINIMUM EDUCATION, CERTIFICATIONS, AND EXPERIENCE:
- High School Diploma or GED equivalent and;
- Minimum three years in a Municipal Court environment and;
- Minimum three years in customer service working directly with the public including experience in cash handling.
OR
- Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job.
- Bilingual in Spanish and English is preferred.
- Must be bondable.
- Must have level I Court Clerk Certification through TMCEC
- Must obtain Level II Court Clerk Certification through TMCEC within two years of employment.
- Practioner (Criminal Justice) NCIC/TCIC
- Must pass a drug test, criminal history background check, and employment verification check.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
- Excellent customer service skills.
- Working knowledge of Incode Court Software
- Working knowledge of Laserfiche or other imaging software
- Proficiency in Microsoft Office Applications
- Knowledge of Federal, state, and local laws, regulations, or ordinances applicable to the duties of the position.
- Ability to apply applicable laws, regulations, and ordinances.
- Ability to effectively communicate verbally and in writing.
- Ability to understand instruction both verbally and in writing.
- Ability to maintain confidentiality regarding records/files.
- Ability to accurately process payments and reconcile cash drawer.
- Ability to be self-motivated.
- Ability to demonstrate strong work habits and integrity.
- Ability to solve complex problems through technical expertise, emotional intelligence, and sound judgment.
- Ability to work quickly and modify the routine to fit the needs of the court on a day-to-day basis.
- Ability to perform essential functions with limited supervision and appropriate use of independent judgment and discretion.
- Ability to create and maintain professional working relationships with staff, other agencies, and the general public.
- Proficient knowledge and skills in the use of standard software (Microsoft applications) and general office equipment.
Physical Requirements:
Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-15 pounds). Tasks may involve extended periods of time at a keyboard or workstation. Work is performed in usual office conditions with rare exposure to disagreeable environmental factors. Some tasks require visual abilities. Some tasks require oral communications ability. Physical requirements include visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to operate computer keyboard and basic office equipment. Subject to sitting and standing to perform the essential functions. Working conditions are in an office environment. The essential functions of this position require the use of a computer, various software applications, office equipment and phone. Occasional exposure to unpleasant or stressful customer interactions.
